AI Chatbots Deliver ‘Unreliable and Biased’ Voting Advice, Claims Dutch Watchdog

AI chatbots are proving to be “inaccurate and evidently prejudiced” when providing election recommendations, the Dutch data protection authority (AP) has stated, raising alarms about a possible risk to democratic processes just eight days before the country’s general election.

Study Shows Consistent Bias in Chatbot Recommendations

The quartet of AI assistants evaluated by the AP “frequently recommend identical two parties”, regardless of the user’s question or command, the watchdog explained in a report published ahead of the 29 October election.

For over 50% of instances, the AI recommended either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Some parties, such as the centre-right CDA, “are rarely ever cited”, even when the voter’s query exactly matches the stances of these political entities, the report pointed out.

Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance

The vice-chair of the AP, Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Voters were being pushed toward a party that did not necessarily align with their ideological beliefs, she added.

“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against employing AI assistants for election recommendations, as their operation is unclear and hard to confirm.”

Election Context and Party Dynamics

Netherlands citizens vote on October 29 in an electoral contest that will be keenly observed across the continent for the performance of the Freedom party.

The far-right party of Geert Wilders is ahead in surveys but the lead over the left-wing and centre-right parties seems to be closing, with many voters yet to make up their minds.

Every significant political faction have rejected a coalition with the Freedom party, meaning the party that comes second is highly probable to provide the next prime minister.

Unintentional Bias Attributed to Chatbot Functioning

The authority emphasised that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the way AI chatbots operate.
